Boys & Girls Clubs of Philadelphia is seeking bids for renovations at our Northeast Frankford Club to furnish a 2500 Sq. Ft addition and complete needed sitework. All bids should be emailed to goldringa@bgcphila.org no later than 7/15/2026 for consideration.

Bidder Requirements and Certifications:
- All Bidders must certify that they do not discriminate on the basis of race, gender, creed, color, sexual orientation, gender identity/expression or in any way violate the Pennsylvania Human Relations Act. Copies of anti-discrimination policies must be available for review upon request
- All Bidders must maintain a written nondiscrimination and sexual harassment policy and shall inform their employees in in writing of the policy. The policy must contain a provision that sexual harassment will not be tolerated and employees who practice it will be disciplined. The policy must be available for review upon request and will be posted in the worksite if contract is awarded.
- All Bidders must file an EEO-1 report with the US Equal Employment Opportunity Commission
- All Bidders must certify that neither they nor their suppliers or subcontractors are under suspension or debarment by the Commonwealth of PA
- All Bidders must possess liability insurance naming the Commonwealth of PA and Boys & Girls Clubs of Philadelphia as additionally insured on their policy
- All Bidders will comply with the requirements of the Lobbying and Disclosure Act
- All Bidders certify that they do not knowingly employee undocumented immigrants
- All Bidders must agree to pay prevailing wage for all jobs associated with this project. Bidder must maintain certified payroll and submit quarterly certified payroll reports to BGCP for review. All Bidders must make best efforts to comply with HUD Section 3 goals specifically
- 25% of all hours worked under project should be worked by section 3 individuals or completed by sections 3 business interests
- 5% of all hours worked under project should be worked by targeted section 3 individuals or targeted section 3 business interests
- If not a section 3 business interest, bidder agrees to have all workers assigned to the project complete section 3 self certification forms. Additionally, bidder agrees to share this data with BGCP and complete a section 3 hours report quarterly to monitor progress.

Scope of Work
DEMOLITION
- Remove glass / glazing from 3 windows
- Cut 2 openings in CMU for new double doors
- Shore opening prior to CMU removal
- Remove drain in parking area and cap
- Disposal of of plumbing/elec material removed at new openings
- Clean up throughout construction. 8 manhours per week for 24 weeks
SITEWORK
- Sawcut concrete & asphalt
- Remove asphalt for addition and utility installation
- Rough grading for addition
- Final grades at parking
- Sanitary pipe to street
- Tie into existing at street
- Relocate yard drain
- Drainage pipe
- Tie in drainage
- Extend water service
- Repair curbing (granite)
- Repair sidewalk
- Concrete pads at egress
- Paving at parking lot
